That is the correct refresh rate but the television actually splits each frame up into two layers. Every other horizontal line will refresh and then the the next layer. 29.97 is drop frame rates. This is needed for color TV because of the approximately .03 FPS worth of extra information needed in comparison to black and white. Black and white TV is still broadcast at 30fps (although this is changing with HD) and if you pay really close attention sound will go out of sync slightly after a while.
