This is needed for color TV because of the approximately .03 FPS worth of extra information needed in comparison to black and white. Black and white TV is still broadcast at 30fps (although this is changing with HD) and if you pay really close attention sound will go out of sync slightly after a while.

So taking into the account that every frame of video has two fields, does this mean the refresh rate for a TV would wind up at about 60 Hz?
