i read the online manual for the 700RB-II head and it states that it requires a line circuit of 120V/60Hz, 20 amps. will any harm or damage be caused to the head or cab/speakers if i am only operating on a 120V, 15amp line?

An amp like that should be able to run just fine on 15 amps. 15A is what most power distribution centers output. I belive it is solid state which means that it is more resilient than a tube amp of the same wattage. Galien Krugers are pretty tough too so I wouldn't worry too much.
Of course you may want to look into a power center that can provide the nominal 20A. It could improve the tone and possibly put off standard repairs years down the road. I think monster makes some stuff that can do that. |

It should only draw what it needs, so if you are not hitting it hard it won't need it all. It will probably trip your circuit breaker if you push it.
