Default will this cause harm to or damage the head or cab?

i read the online manual for the 700RB-II head and it states that it requires a line circuit of 120V/60Hz, 20 amps. will any harm or damage be caused to the head or cab/speakers if i am only operating on a 120V, 15amp line?

An amp like that should be able to run just fine on 15 amps. 15A is what most power distribution centers output. I belive it is solid state which means that it is more resilient than a tube amp of the same wattage. Galien Krugers are pretty tough too so I wouldn't worry too much.

Of course you may want to look into a power center that can provide the nominal 20A. It could improve the tone and possibly put off standard repairs years down the road. I think monster makes some stuff that can do that.

It should only draw what it needs, so if you are not hitting it hard it won't need it all. It will probably trip your circuit breaker if you push it.
