It looks like Garage Band for PC. Comes with a bunch of loops. I wonder what hardware it will support since Digi is known not to play nice with others.

It should be supported by all ASIO-driven PC audio sound cards/interfaces. I don't think there is a tie in only for Digi/M-Audio interfaces. However, just by reading the description of it me thinks it doesn't support VSTs or any other kind of plugins. At least Garageband accepts AU plugins.

Cakewalk Kinetic, Orion Studio or FLStudio would be much better interfaces for beginners just getting their feet in the water.

I'm suspicious that this one is using Ableton Live's engine to stretch loops around. It looks a lot like Acid & Garageband though.
